Check the 'Source' instruction to be sure that you are looking at the correct source(s) of information on the resource
If data on the resource and data as the element in the record are:

if you are following LC policy, and the situation outlined by LC is applicable to your resource, add the data for this element

it appears that LC is using the 008/22 Target Audience code to provide Intended Audience, instead of adding it as a note in the 521, unless the intended audience is stated on the resource. So you won't find a 521 in every record for children's books, but you should find an appropriate code in those records, and might find a 521, if audience is provided on the resource
check that there is no label in the 521 field if the indicator value is already set to display a label.
